SACRAMENTO, CA – California governor Jerry Brown is over the moon and beaming these days because his state is enjoying a budget surplus of nearly $2 billion. That’s a good thing because taxpayers have to pony up for a dude who looks like a lady and wants to be one.

He’s prison inmate Rodney Quine, who goes by the name of Shiloh.

The state agreed to settle Quine’s federal lawsuit for a sex-change after every medical doctor and mental health clinician who reviewed this case determined that this surgery is medically necessary.

Quine has been doing time since 1980 for first-degree murder, kidnapping, and robbery.
