Cruel Couple? Man & Woman Accused of Abusing Special Needs Child

KAUFMAN COUNTY - The debate over waterboarding is back in the news this week after Donald Trump says he'd re-institute it. Closer to home, a Kaufman County couple is in jail, accused of waterboarding and binding the genitals of a mentally disabled child.

Cops say 40-year-old Christi Howell and her 45-year-old boyfriend Casey Shackleford repeatedly beat the boy who`s identified as a relative under 14. According to the arrest affidavit, the boy claims he was punished after admitting he “put his finger inside the family dog`s butt.”

The details are difficult to read but the affidavit says the two adults poured cold water on the boy's face and used a "pig rope" to tie the boy's private parts and then tied the rope around his neck.

The boy claims Howell and Shackleford slapped him repeatedly and hit him with a stick almost 30 times for not performing push-ups properly. Cops say there`s photographic evidence of rope burns on the neck, chest and private area of the boy.

Howell has been charged with injury to a child, a second degree felony. Her bond is set at $250,000; charges are still pending for Shackleford.

If these two did what they're accused of sounds like water boarding might be just what they deserve.
