MOSCOW — A woman whom police believe decapitated a toddler before carrying the severed head through the streets of Russia has been arrested, the city’s prosecutor’s office said.

Moscow police said they believe the woman was babysitting when she murdered the child, believed to be 3 or 4 years old.

Amateur video shows the woman walking outside a Moscow metro station saying, “I am a terrorist. I hate you — the enemy.”

Authorities did not identify the woman but said she was born in 1977 and is from central Asia.

Police are not yet calling the case terror-related; they are treating the case as a murder investigation.
